Series Five of ‘Implementing Puao-Te-Ata-Tu’ considers devolution in relation to DSW and the need to strike a balance of power between the needs of central government and the needs of clients via a dual accountability relationship. Identifies ‘that the Government increasingly needs to honour the principles enshrined in the Treaty of Waitangi’ as agreed in the ‘government’s statement on Maori development “Te Urupare Rangapu”.’ Notes that although much has been said about the recruitment of Māori social workers since the publication of Puao-te-ata-tu, little has been positively achieved in this area. Offers a model for the employment of iwi workers as either social workers or administrative officers using Ngati Porou as an example and Porirua as a point of reference.
