Report for the Minister of Social Welfare highlighting possible measures to reduce “dependency on state social services”. Report highlights social initiatives proposed to increase employment and employability amongst Māori and “other groups”. Social and educational impacts on employability are discussed. The roles and responsibilities the Department of Social Welfare (DSW) have in upholding Puao-te-Ata-tu and the Treaty of Waitangi are highlighted. Cost-effective financial investments with the aim to reduce dependency is emphasised, noting that Māori agencies and initiatives outperform non-Māori agencies when working with Māori. Grant noted that DSW focus to decrease dependency relied on: “reasonably good relationships with Māori”, effective consultations for policy and service delivery, ensuring assessment of eligibility for benefits are thorough with an encouragement for alternatives to receipt of benefits, and training for staff to achieve these aims.
