Report to "recommend the best approach for the deliver of high qualtiy Māori advice on improving Māori outcomes" commissioned by WINZ from Gardiner and Parata Limited (GPL). This project focused on improving outcomes for Māori in employment and income status; and ensuring and maintaining performance in the responsiveness of WINZ to Māori issues. This is the first part of three. It presents feedback from consultation undertaken; compares possible models for service delivery; and lists possible success factors and options for developing the advice function.
